Version Exclusives

Not every Pokemon can be in every game. Each game in the main series has version-exclusive Pokemon, with the "third" version having even more Pokemon exclusive to that game. For example, in Emerald we have an extended Safari Zone with exclusive Pokemon.
And as you know, we also have Legendary Pokemon exclusive just to that game, meaning the only way to obtain them outside of that game was through trade, transfer or events.
Which game has the best and worst version exclusives?
